Fiscal discipline council opinion (No 1-02/491) sent to the Chancery of the President of Latvia and Saeima's Commission of Social and Labour Affairs. Available here.

On 17 July 2015 the Chancellery of the President organised a meeting to address the Council's opinion. After consulting with Aija Barča (Chairman of Saeima's Committee of Social and Labour Affairs), Guntis Belēvičs (Minister of Health) and representatives from the Ministry of Finance, Ministry of Welfare, Chancellery of the President and Saeima's Legal Bureau, it was concluded that the law had not been breached and on 21 July President Raimonds Vējonis announced the law, which will take effect on 1 January 2016.

Considering tight conditions preparing 2016 draft budget resulting from the economic slowdown, the Council suggests that legal regulation is necessary that would require the Saeima following the limitations of the medium-term budget framework and introducing compensatory measures to increase budget revenue or to reduce budget expenditure, if a decision resulting in increase of expenditure has been passed.
